  5. Turkey has entered a remarkable transformation process in its energy sector in recent years, taking significant steps particularly in renewable energy and battery storage. According to a new report published by the energy think tank Ember, Turkey has approved a total of 33 gigawatts of battery storage projects since 2022, surpassing all European Union countries. This figure is more than double the combined existing and planned battery capacity of leading European countries such as Germany and Italy. Although Turkey still lags behind the European average in renewable energy generation, its rapid rise in this field is of great importance for making its future energy system more flexible and resilient.

    Turkey has also experienced notable growth in its renewable energy capacity. In 2025 alone, 6.5 gigawatts of new wind and solar capacity were added, bringing the total installed capacity to 40 gigawatts. As a result, the share of wind and solar in electricity generation has increased to 22 percent. This rate places Turkey clearly ahead of its neighboring regions, including the Middle East, the Caucasus, and Central Asia, although it still remains below the European Union average of around 30 percent. In other words, while Turkey holds a strong regional position, there is still room for improvement on a global scale.

    The rapid expansion of battery storage in Turkey is largely driven by a critical regulation introduced in 2022. This regulation allows new wind and solar projects to connect directly to the grid without going through tenders or auctions. However, there is a key condition: the project must include battery storage capacity equal to the installed capacity of the plant. This requirement has created both an obligation and an opportunity for investors, leading to the rapid development of numerous battery-integrated projects. As a result, Turkey has become the country with the largest battery storage project portfolio in Europe.

    This progress is not only the result of policy decisions but also driven by energy security concerns. In recent years, Turkey has experienced severe droughts, which have reduced hydroelectric power generation. This decline has increased the use of natural gas and energy imports, raising the countrys dependence on external sources. Therefore, expanding renewable energy and deploying battery storage systems to ensure their continuity have become strategic priorities for Turkey. Batteries enable energy generated from intermittent sources like wind and solar to be stored and used when needed, significantly enhancing energy supply security.

    Despite these positive developments, there are important challenges and limitations associated with Turkeys battery storage projects. One of the main issues is the insufficient storage duration. Most existing projects have a storage capacity of around one hour. However, as of 2025, the global average storage duration has reached approximately 2.5 hours and continues to increase each year. Turkeys own target for 2035 is to achieve at least two hours of storage duration. In this context, current projects risk being technically inadequate. Short-duration storage has limited effectiveness in balancing fluctuations in the electricity system and is insufficient for meeting long-term energy needs.

    In addition, the existing electricity grid capacity and infrastructure present significant obstacles. The integration of rapidly growing renewable energy projects requires a strong and flexible grid system. However, limited grid capacity in Turkey may lead to delays or prevent some projects from operating at full capacity. Moreover, lengthy permitting and bureaucratic processes pose challenges for investors. To address this issue, a new legal reform known as the “super permit was introduced in 2025, aiming to reduce approval times for wind and solar projects to as little as 18 months.

    Turkey s long-term goals are also highly ambitious. The country aims to triple its wind and solar capacity to reach 120 gigawatts by 2035. However, achieving these targets will require not only capacity expansion but also consistency in energy policies. Currently, coal remains the largest source of electricity generation in Turkey, accounting for 34 percent of total production. Furthermore, a policy announced in 2025 guarantees a purchase price of 75 dollars per megawatt-hour for domestic coal plants until 2029. Such incentives risk increasing coal usage and slowing down the transition to renewable energy.

    In conclusion, Turkey is taking significant and noteworthy steps on its path toward energy transition. Becoming the European leader in battery storage projects and rapidly expanding renewable energy capacity clearly demonstrate the countrys potential in this field. However, factors such as insufficient storage duration, infrastructure constraints, and coal policies pose serious risks that could limit the impact of this transformation. For Turkey to achieve a sustainable energy future, it is crucial to invest in longer-duration storage solutions, strengthen grid infrastructure, and gradually reduce support for fossil fuels.
